hang on, that ball and lcok is the rollover seatbelt lock, that couldnt be the problem for many people.
I opened it up after watching your video, and learned the mechanism fully.
The ball bearing bit is gravity operated, so it must be a rollover seatbelt lock.
The palstic components do not actually lock the seatbelt, but rather, they initiate the rotation of a plastic cam like gear which rotates respective to the seatbelt holder drum. when it rotates away from its cam centered position, it pushed a metal locking gear out into the frame to lock it up. so the rollover mechanism, and the speed activated centrifugal lock mechanism, both act on this plastic gear cam thing.
There are 2 springs involved; one to operate the centrifugal weight in the plastic cam gear, and one to hold the cam gear at a predetermined force . THat predetermined force needs to be countered by the centrifugal weight or the little metal locking tooth weight, which ahs to fight against the bigger spring which is trying to center the cam lock to hold the metal locking pin in place.
That spring would wear out a bit, and when it does, the locking cam will start finding itself easier to move into locked position than unlocked, so that bigger spring of the 2, is the main culprit that yourseatbelt ill lock up too much. YOu have to be careful to do this, but i jsut tweaked mine a bit till it was just perfect, then i went to far, and it wouldnt lock at alll, so i cut a bit off the spring, now its perfect.

Glenn, Thank you for this video. I have 2004 Honda Element and the rear seat belt was stuck. Now mine was not quite like yours but mechanically it was very close. I opened the side similar to yours and sure enough it had this metal like ball but not really a ball doing the same thing. Knocked out the plastic tabs un-clipped the ball like sphere retracted the belt liked needed reassembled and then put it back on my car and works like a charm. Now I wished I'd watched this video before going to the salvage yard and wasting 55 bucks and 45 minutes of my life waiting for some guy to pull it off. 😢. But Muchos Gratts my friend I appreciate a great video such as the one you made here.

This information is wrong. You have reversed the red part when you reinstalled it, thereby disabling it inadvertently. The comment by Siskia is correct. The purpose of the ball bearing is to make the white lever lock in case of sudden deceleration or if the car is no longer upright, as in a roll-over. When you reinstall the seat belt in the correct orientation in the car the ball bearing will move to allow the white lever to drop away from the teeth of the cog by gravity alone.

    Wear eye / face protection.
Might be a mention that the cover to be taken off is the side where you can see the square of plastic.. blue in this example, White or other colors in other belt systems.
Reason to mention this is that the other side cover is over a coiled spring - as you said, Thank you.
If this spring cover is taken off the spring can really release with force. Best to avoid this - and always wear face / eye protection just in case.
    Ta for video.

Seat belt developer here (actually this seat belt is supplies by the company I'm working at).
You put the red thing back in the wrong way, that's why the seat belt does not lock up. It's not due to the clip.
But this state is really dangerous! The red system locks your seat belt in an accident when the car heavily decelerates or tilts. The way you put it back in it doesn't work anymore.
If you like to pull out the webbing you have to find the position how it's mounted in the car. Then the white lever will go down and frees the webbing

This can create confusion when working on the unit as if you follow these steps, the unit can lock if you don't hold the unit EXACTLY at the angle it came out of the car.
The tensor ball is designed to sit in its well and if the car is tilted beyoung a certain point, the ball will push on the plastic, locking the mechanism.
