Those L brackets are intended to secure the window sash in place, as a safety to prevent the sash from sliding up. You would install them at the top of the lower sash, and screw them into either the sides of the window track or to the upper sash. (I'm not saying that is easy or even worth doing on an aluminum apartment window, but that's what they are meant for)
Thanks for the video! Did you have to drill holes into the metal before putting in the screws on the top rail/top of the side panels? Or can you use the drill to push the screws directly into the metal without drilling holes first?
I was fortunate to have holes in the frame from the last tenant. You will have to drill those holes. I think the screws that came with mine would have worked but there are special metal screws and self drilling screws that you can use. In my last place, we had to use a concrete drill bit to secure the bracket.

I have this unit and it does look sleek but it is loud. My 2010 LG is quieter than this unit.
The price was right on this unit! But it is definitely loud! My 12,000 BTU LG unit is quieter…..but it was close to $500 if I remember right.
How many BTUs is the 2010?
