ECU Tuning Banned in California -- We're Hosed

- ECU tampering has long been unlawful, but up until July 19, 2021, the state of California not enforcing this so long as the cars passed the required checks. Those days are over. It's a whole new world.

I mean we know particular daily drivers who donât have properly working emissions systems create significantly more harmful byproducts like nitrogen dioxide, carbon monoxide, hydrocarbons, benzene, and formaldehyde. Itâs not just about not being able to bypass or modify such systems or software, but in many states they also require smog testing to register ones vehicle.
I can totally understand the argument that itâs definitely a wise decision to make an effort to encourage less pollution in rural pockets of the US where millions of cars are on the roadways 24/7.
That said, Iâm in the midwest and have a 7.3 liter turbo diesel with stage two injectors and custom engine tunes switchable on the fly. Itâs totally stupid but so fun. But then again itâs not my daily driver in a huge populated area. Iâm sure one can still own a vehicle and make ecu modifications in California, but just not allowed to register that vehicle as a normal passenger car. People definitely do things like off-roading, car shows, restore antiques and racing ectâŠand thatâs likely always going to be a thing in America for potentially centuries into the future.

@@theguy497 actually that's a perfectly legal thing. Some dodges and abarths don't have a muffler because the turbo counts as a sound muffling device and they don't go over the noise limit
The tuning regulations here in Australia are quite strict too. I've kept my car looking as stock as possible. When the cops look under the bonnet the first thing they look for are big shiny pipes and front mount intercoolers.
It also depends on which cops pull you over. Highway cops are the best to get pulled over by because these guys are usually car guys themselves. They usually just have a look, have a chat and let you go.
People don't realize that most tuned cars are cleaner than factory. On top of that, there's an oil refinery like every 20 miles and people wonder why there's pollution- HAS to be the small handful of the population of enthusiasts right?
This is once again a case of the noisy few screwing it up for the rest of us. The average tuned car is fine and draws little attention. But between the people who think they need to install catless downpipes to gain any power at all (never mind that there are 900+hp cars with cats) and the ones that make rule-breaking super visible by rolling coal, it was inevitable that our days of avoiding enforcement were numbered.

You people forget that the Clean Air Act of 1972 is a Federal law and when a state or an area is found violating the Clean Air Act, they're obligated to take measures to mitigate those violations. There is a reason why some areas do not require smog testing and others do. California basically across the entire state, prior to the fires, has been violating the Clean Air Act for several decades. And the US main power grids won't be able to handle all those electric cars not unless they upgraded
A power systems engineer did the math & figured out that the USA would need to build a new nuclear power plant every 2-3 weeks *for the next 50+ years* in order to make the switch to electric vehicles possible for everyone across the country. That's just to produce the power necessary. Add in the upgrades necessary for the grid to have the ability to get all that power from the nuclear power stations to the existing homes/businesses, and then add in all of the new charging stations necessary for "universal electrification." "Won't be able to handle" is an understatement.

And this is why I'll never visit California. DPF failed on my truck, was going to cost $8000 to replace the system, or $1400 to delete. I obviously deleted the truck. However, I also installed the new system with a catalytic converter to keep it as clean as possible without the DPF and a massive muffler to keep it as quiet as possible. Some of us just want vehicles that WORK and don't require thousands of dollars in repairs. Since I deleted the truck, I have gained around 4mpg better(burning less fuel), my oil changes are less frequent, etc....
But I agree with this video, the few have completely ruined the car scene. There's a WRX by my house that purposefully makes his exhaust pop and bang on his way to work @ 6:30 in the morning and the neighborhood page is constantly complaining about it. @Budget Boost DIY bullshit. tuned ECUs are never more efficient or have better emissions.. I do NOT know anyone, who goes on a dyno and asks the tuner 'hey, buddy, please make my car to do as many MPG as possible'. Everyone aims for more power and dont give a tiny shit about emissions or fuel economy. Furthermore - manufacturers spend millions fine tuning their cars to be as powerful as possible, as economical as possible with the least emissions as possible all at one. All tunes are thoroughly tested and tested until they come up with the 'golden middle' to tick all boxes. Yet a tuner sets up a car in a day lmao.. Dont be delusional matey - you want more power, you sacrifice economy and emissions, you want economy - you sacrifice the power

It is frustrating that people who make these kinds of laws specifically against cars have no idea that most of that pollution is caused by factories. There needs to be some kind of regulation for factory smog output.
They know. They're paid not to care. Or they OWN the company belching out pollution. They damn well know
Those regulations have existed since 1974 in the U.S. and has only gotten tighter. The difference is they off-shore most production to countries that don't care, like China and Mexico. Loved the country comparison, always so interesting to see the weird and interesting advantages and disadvantages some places have. Since it didn't get directly mentioned, figured I'd add Japan for anybody who cares. Been driving here since 2017 ('97 Starlet Glanza V) and the rules are pretty easy. Most mods are totally legal for your "shaken" inspection every other year, your exhaust just has to pass a noise test (95db for older cars, called JASMA, and 93db for post-2010-ish, called JQR) and emissions test. The only weird part is that any sort of adjustable suspension arms are an immediate fail. Rims and tires are free game, they just can't poke beyond the fenders. You can also convert an N/A car to forced induction, but that does alter the status on your car title to æč, which is "custom" or "modified," and basically just adds extra cost. That cost is the bigger issue here; that inspection every other year for me in Tokyo is about $900, plus $400/year in road tax, and since my car is just a 1.3L, it's in one of the cheapest categories. Plus every highway is a toll road, parking can be hundreds per month...Japan basically just tries to price people out of the hobby rather than directly regulating things too much, at least when it comes to living in the big cities. Although they did also classify street drifters as "gangs" in the same category as Yakuza a few years back...so you *really* do not ever want to get caught doing skids on a mountain.

I think we need to let them have our stupid giant gas guzzlers but give us leeway on smaller, lighter sports cars. that would create a market for things like cateram, lotus, and others. Then sports cars will at least be a highly refined hobby and less giant fat cars with 900hp but weigh 6000lbs. they will also be way more fun (the whole point), stay legal, and get good gas mileage at the same time. everything they want with gas sipping. and everything you want with a fun car.
One more reason to never visit or patronize California.
You people forget that the Clean Air Act of 1972 is a Federal law and when a state or an area is found violating the Clean Air Act, they're obligated to take measures to mitigate those violations. There is a reason why some areas do not require smog testing and others do. Basically across the entire state of California (when it's not on fire) has been violating the Clean Air Act for several decades. Until the air is clean enough to the point where it no longer violates the Clean Air Act, expect continual ratcheting up of emissions standards. The rolling coal idiots have done major damage to the tuner scene.
This is the gateway to government being able to control your electric car in the future when gasoline powered cars are no longer sold. Big Brother moves slowly, but deliberately.
Just do your mod and have a switch that flips it back to default mode when you go in to get tested or get pulled over.
The most relevant thing I saw on this topic "I can modify my gender, but I can't modify my car"
Ffs we are stupid, arent we
Modifying your gender only affects you in the long run. Modifying your car affects everybody around you (at least if you roll coal). I donât think it should be a blanket ban on ECU tuning. Thereâs gotta be some solution manufacturers can make or a compromise. Comparing it to being trans though just seems disrespectful to trans people.
Fact of the matter is that, this is a free country or at least itâs supposed to be. So forcing people to keep their own PERSONAL property in this case their vehicle stock because of BS rules that legit do nothing to help this planet is completely against our rights as US citizens. Iâm also going to say that ECU tuning could indeed benefit the emissions of a vehicle as can certain modifications like turbos. But at the end of the day no matter how much you restrict this stuff it will never change the way this planet works and functions, people bitch about climate change but has anyone of them ever heard of the ice age? No cars existed in that time yet the planet still had climate change, there were no factories, or any polluting from carbon monoxide yet the planet still had climate change. Fact of the matter is this is all about control over the people and thatâs it, the government is trying to control the people as much as possible and restrict our rights as much as possible. Me personally I could care less about what they want, I do as I please, I pay my taxes therefore I have a legal right to modify my personal property how I see fit!
That's the way I feel too... Burning the flag creates pollution, but they'll allow that. Why don't we see car mods as protected freedom of expression?
@Budget Boost DIY exactly!
@@cafe80s 100% agree.
in Canada no restrictions on if you want to lay frame it is the jacked up lifted trucks that are being cracked down on due to to high of headlights and to high of bumpers same regulation as semi trucks with Mansfield bars
Excellent information thank you!
11:42 MODDING YOUR CAR IS NOT A PRIVILEGE! Itâs my car, Iâll mod how I damn well please. When I want the governmentâs opinion on the matter, Iâll ask.

Any pollution countries reduce by just gets replaced by increase emissions from China. They produce more emissions than the trailing 4 countries combined (US, India, Russia, Japan). So if governments really want to solve this problem, that's where the focus needs to be. These laws target such an insignificant amount of vehicles that they really are negligible. And it really makes you wonder if the people implementing these things really think they're doing something.
But anyways, gotta get back to work. Taxes to pay so I can surrender more of my freedoms to a minority group of people, called government.
"If you want to make the world a better place, take a look at yourself and make the change"
- Michael Jackson
By saying we should control what people in china do, you're thinking no different than the communists that live in California.
It's okay to walk out with a cart full of stolen copper from Home Depot and we have to help them load it into there car and maybe even get sued if we call them a thief. But..............
Australia and New Zealand are kinda the same as the UAE. The engineers want to see youâve improved the brakes and the suspension to deal with the power youâre putting down. Makes perfect sense really.
Why anyone lives in California anymore is beyond me.
Our family is here amongst the crazies.
That's why I will never feel any shit for any of these politicians or law makers when something happens to them.or their families....nothing but a waste of tax papers money
Thank you so much for pointing out that the black smoke spewing, coal rolling diesel trucks is what led to this problem..... Ive watched about 15 videos on this topic now, and not one has touched on how its ridiculous to penalize 100% of automotive enthusiast, when 1% of automotive enthusiast are responsible for 99% of the pollution output from automobiles.
Futher, coal rollers were specifically using the technology to assault people all over the state and the police were not willing to do anything about it.
@@pratikpramanik7782 I wasnt going to bring it up, but you are correct. This is also a failure of police culture in america. Some kid with a fart can'ed civic = Fair Game to police. A dickhead in a Lifted Cummins spewing black smoke, with a loaded gun under the seat, and a blue line skull sticker = Good Ol' Boys
People literally get pulled over and their cars impounded all the time for stuff like dark tint, aftermarket lighting etc.... But police completely turn a blind eye to this bullshit.
Well said,

Easier to have serfs than people running their own government.
So in Cali itâs ok for drive-by shootings and drug rings but tuning cars is a problem?
Yes
@@2birddogsandawolfdog945 I hate the world we live in
Its simple...cali is not for cars....its for clout...buy a lambo and live in cali. Move anywhere els and save money on ur house and use that money to build a Honda thats faster than ur old lambo
In Egypt there's virtually no restrictions on modification to cars so long as the chassis and engine serial number matches the registeration data since cars are taxed based on engine displacement, and importing used cars that are more than a year old is not allowed.
Here in in germany there is also something called einzelabnahme (individual acceptance) . F.e. Installing rims and wheels combination, which is not certified specially for your car. The car and parts still needs to reach cirtain criterias to be street legal f.e. the used parts itself needs to be cerified or minimum ground clearance from the lowest part of the car to the ground has to be 80mm ~3.2" . Minumum space between rims and wheels to susspension and brake calipers needs to be 5mm (0.2") .Then they will check if the wheels are not bottoming or touching the fenders. They will do a querverschrenkungs ( cross twist) test. They will put the car on two palforms, which are 140mm (5.5") high diagonal under the tires ( front left, rear right and vice versa) and check, if the wheels have the minumum dictance of 6mm (0.24") over all to the car parts, even if the steering is turned completly left and right. You also need a certification, that the speedometer is still in the tolerance of 2% reading error. The speedometer is allowed to show a faster speed as driven (~2%), but not slower as driven. If you all have done the paperwork, then there is no problem to get it street legal.
We also do engine swaps and "mo powa baby" and are able to get it street legal. But you have to follow specific rules in order to get it street legal. Ive a seibon carbon fiber hood, and its also street legal, just to give you an example, that germany is not completly over restricted.
Fun fact: all german rallye cars, which are used in germany must be street legal. So we also have opportunities
Itâs legal for you to modify your gender but not your car.
Commiefornia for y'all.
Wealthy elite own multiple huge homes around the world, yachts, private planes, etc but clearly the little people with their modified ecus are the issue đ
Loving the new intro!
Just more kids going to have the whole garage filled with spare factory parts for the day before switch over.
Easy. Revert tune to stock, keep a spare ECU, set all readiness monitors and done.
Yea but since the computer records everything including rpm date and time it last ran if it doesn't look right then you get fined anyway for tampering with computer there ain't no way around this the Dems are attacking anything freedom loving Americans love
It also records how many times its power is unhooked
@@spankthemonkey3437 I agree 100% regarding communist California, but we've found ways around this latest BS with HP Tuners
If you think it's bad for cars, look at what emissions regulations have done to trucking. Fleets are crippled with these systems. Older non-emissions trucks run just fine on oil changes and regular maintenance. The new trucks are on a never-ending breakdown/revenue-productivity loss/ pay-to-fix-to-keep-running hamster wheel. There's a reason why trucking companies go broke in a hurry.
Propaganda snuck into Snowrunner: "Thanks to clean diesel technology, it takes 60 modern trucks to equal the emissions of one truck from 1988!"
Me: "Is that because the modern trucks only run for 1/60th as long before requiring major, expensive repairs?"
Great video Craig
Love the new intro craig thank you for another great video. It sucks that you canât enjoy gas and diesel modifications anymore I guess you canât have you cake and eat it too đ
