Give alternative options like Metal sections, glass panels, frp, acp, concrete culverts, drain pipes of 2000mm diamter etc, but give me good explanation of which can be combined and used so that construction is safe to live and economical.

I have building with ACP on the exterior, since 2010, for a few years it was ok but after 5 years it started leaking, I had refilled the joints with Dow Corning 789 silicone sealant, it hardly survived till two years and it started leaking again. Can you advise me a better weather proof sealant. I stay in Pune where the maximum temperature goes upto 42 degrees hardly for a week in summer.

If is plastered surface then the level may not be correct so it's not advisable but it's possible...if it's granite surface, ply surface, gypsum board surface then we can paste it with adhesive.

Answer to your question is yes it must have been one of those rubber, poly, or whatever hydrocarbon stuff was sandwiched in between, it wasn't a fireproof core, and for that alone whoever awarded and received the contract should be directly sent to prison for murder, only then a case or an investigation should be launched.
