    ‘Deferred Maintenance’ should never be an acceptable phrase when it comes to maintenance and safety. I recall seeing a diesel power unit wobbling violently along the lakeside spur in downtown Burlington and standing in the middle of an uncontrolled crossing in shock at the fact that this track was deemed acceptable. A similar experience was coming across a blocked crossing at Granite Street in Montpelier where a car carrying a Bombardier diesel was off the track resulting in the brand new power unit tipped at an angle and the right hand corner of the engine buried into the gravel. I did not stick around to see the difficult task of lifting it back onto the tracks where it would have to be subjected to a costly repair before once more making the trip to Montreal. Too bad I didn’t have a camera ( this was before the I-Phone days.).
    Bomdardier had suffered a prior incident when several passenger cars, partially built at their facility in Barre Town, were not properly secured and ran away downhill, towards Barre, before careening off the end of one of the switchbacks, incurring more substantial losses. I was not surprised when the company closed down and moved the operation to Plattsburgh avoiding any risks and being closer by road and rail to their finishing plant in Montreal.
    If tracks cannot be fully operational and completely safe, then the should not be licensed to operate.

      Deferred maintenance happens every day throughout all our lives. Just drive down the interstate on any day of the week and you'll see trucks or automobiles that should not be there You'll see sections of highways that should not be in that condition. Bridges that need repairs. Railroads defer maintenance on low tonnage or low speed lines throughout the world. The key is finding the balance between safety and staying in business
