This is almost exactly the theory I had, I don't understand why nobody else besides you has thought of this.
My story about it is that there was a city that was called the paled city, and then soon the city built a huge tower for there TVs to get a better transmission and satellite, soon later the tower had some parasite get inside it and start to grow, eventually making it be able to grow bigger from the flesh of humans and the souls to make its transmission stronger, and the parasite needed a host, so he found a boy and held him there as the host to collect the bodies of those who it claims, so then the tower started to hypnotize people and make then watch the TVs and to kill anyone that isn’t a worshipper to the tower and become hostile to others, then when the boy grows and becomes the thin man, he saw himself with six, the first thin man tried to see if it was really his younger self and thought that six wasn’t who she seemed she was, and he wanted to protect his younger self and not go near the tower, so the thin man takes six and the tower forces him to use her as a new host while he goes to find mono, so as he does he tries to help mono but the parasite made it where when he touches a kid or human he claims them as they become a glitching remain. So then mono defeats thin man, and then makes six and monos friendship break apart by having mono destory her music box, and then making her drop mono so it can have a host, so it uses mono and it loops again this time with mono finding TVs and his curiosity got the best of him and made him go into it
Or mono and six were wanting to escape the world and they were going through the city and thin man was young mono already and grew up and wanted to help him
I don’t know this is my theory but one thing I think the loop has been going on for 6 times cause it has a 6 on the tower hallway door
I honestly think it's a cosmic horror. Like Hastur is famous for using the king in yellow as a host or pawn. That is exactly what the Signal tower did to Mono, used him as a host.And the fact that Six is wearing a YELLOW raincoat is kinda suspicious.
I love how we're basically dealing with a eldritch god/preternatural being. I've been a fan of eldritch and cosmic horror, so a tv tower that consumes soul energy through screens (so it won't be noticed and destroyed by the populace) and requiring a host to drive it to that goal makes for a really good lovecraft/scp end of the world scenario. Who knows how many other worlds and civilizations this being has consumed and destroyed?

You forgot to mention the fact that the Tower itself consists from the citizens of the pale city and the guests of the Maw. It's quite disturbing appetite, even with the Six to compare.

How can the tower see past and future events if it’s just a blob of eyes

Well, it's some kind of illuminate or eye of Sauron within the lore of this game and the big bad of the whole franchise. We've only seen the part of it, but on the concept arts you can see that the tower can take a form of a gigantic humanoid, resembling a human baby. Besides, the eyes of this creature is a mascot in this world - the pictures and security systems with the image of it.
It's very powerful thing which powers is almost unlimited, so tampering with the time isn't the big deal in this case. Besides, the Tower can create this signal all by itself, all it needs is an the source of telekinetic power to charge it (Mono is a perfect candidate). And you saw what this hypnotic thing does with humans. And the most stubborn and strong-willed characters are becoming a grotesque freaks (Six is a perfect example) and serve their purpose in order to keep feeding this blob.
I don't think mono is thin man.
Theory: Six might have dropped mono for a host for the signal tower. Too keep it normal and the eyes catches mono in desperate of a host
But why would she help a monster, which turned her into the freak? I mean, it gave her the most lovely and comfortable atmosphere, but when she snaps out of it's hypnotic powers, her only wish is to escape - if she really did make friends with this thing, why would she abandon it, giving such privilege to her companion rather than for herself?
So the teacher was in the tower because her neck was really long
