He has not touched the networking part which is the most important feature on which the server runs. Even a desktop can be converted into a server on windows or linux. You need to install WAMP on windows or LAMP for linux server. Then any webpage you run on the PC can be accessed from any device in the network. Networking has a very important role in this. Unless the PC is configured on a static IP address, everytime the network is switched off and on, the server IP address may change and the web page cannot be accessed. A single PC or server can run multiple domains ex: abc.com or xyz.com etc. Only the router port forwarding has to be done to particular ports. Get in touch in case you need to know further
