Hank is a pretty underrated character. He gets overshadowed by how smart walt is but hank is pretty smart himself. Gus was fooling everyone and Hank got pretty close.

He never is cranky, never is absent minded, never an “off day” like normal good people. That level of virtue eventually gives off the vibes of “way too good to be true” for any street smart observer.
But there are people who are genuinely that fucking good. And also, it is plausible that Gus is virtue signalling just because he's a business man. Doesn't necessarily mean he's a criminal.
