I have the same issue on a MacBook Air 2013. I think because probably it is old since the last update for it was for macOS Catalina 10.15.7 and no later versions came up. It is obsolete I guess.
Dude you ROCK!!! I spent 3 hours with two Apple Techs and they both couldn’t fix it. You fixed it just by having me sign out. They had me log out of something else and made me make another Apple ID and then wanted me to use the new one. I was like no. I want to use the one I made. I was about to reinstall my OS.
I wish I had a mind like urs cause I’m to smart that I actually know how to solve the problem myself but I still can’t get any helpful assistance other then the knowledge I already know

I had to change my iCloud email AND enter the code after my password after it sent the verification notification to my phone. It worked, hopefully this helps someone.

Bought a new m1 mac mini, the was a software update, so i clicked update, and mac my device id password, entered and viola, mac couldn't verify the password and so i entered a few times and randomly it accepted, then i don't know if this unable to detect the apple id, this time apple id password, previously the device id, now not able to detect the apple id password. I don't know this happened because of the software update or it was already there i can't tell as this was the very first time i was using the device and mac os in general. So there was updates available for app store and it said me to update to have stable app experience and so iclicked update and now there real trouble begins from here onwards. As i clicked update, it asked me to enter the apple id password, not the device password, but the apple id password, so i entered but mac denied my password saying that I've entered the wrong password, like how???i used the same apple id and password for buying the mac mini, i thought it might be some bug, so i entered it for three 2nd time, same result and i thought maybe since it wasn't accepting the device id password a few moments ago but accepted in the end, i thought this password to will be accepted if i keep trying and so i entered for afew times and then it said you've entered the wrong password for too many times or something like that i don't remember and a lot of things happened at that time, it told me to i need to retrieve the password, i need to change the password in the forgot your password section, i need to verify myself with my contact number and email id and i did it all. Number for verified, email got verified. In all of this, i remember when i entered the apple id password or device password i forgot which one, a window popped and alerted me that someone else is "using" or trying to "log in" with your id or password i forgot and which one the device id - password or the sole id- password i don't remember and it also showed a little map type window showing my location which was a different state/ city very far from my state/ city where i live and asked me do you want to continue or allow something like that with is password or id i forgot and i got scared looking at the location like how is this even possible. I don't live there so why is my location showing in a totally different place and therefore i declined and i think asked me to change the password as this i can verify as i changed my apple id password username being the same all this time as i have confirmation mail that i have changed my apple id's password and i have written down the new password as i always write down all my passwords for everything. So this is proven that apple asked me to change the password and i changed. So i tried to update the app store with update all option and it again asked for the apple id'spassword and so i entered the new password and it rejected the new oasis which they verified. Like what. I was so puzzled and still. Like what the hell is going on, like i bought a new device and now I'm like struggling just to update an app with this password rejection shit. And out of frustration i kept entering the new password for a few times until that same msg popped again and i need to verify myself with contact, email and device id which i did all and accepted but i think somewhere their instruction took me to a place where i now can't log outof the apple id, can't login which i was already logged in, can't update, can't install basically can't do anything and i was about to purchase the apple care plus for extended warranty, now i can't because of this stupid password bug. Like i never ever ever ever had any trouble with passwords ever in my life with any device windows, android from cheapest to most expensive device as i always write down my passwords. Like a bug while entering or getting passwords accepted is i never ever heard off. This is just unheard of and is just not acceptable. Like why the hell do we need to keep entering passwords for every next thing while we're already logged in with our credentials. Isn't this ridiculous??? Have anyone ever heard of. True if the user themselves put passwords on every folder or app, but when we didn't even asked for it, why the hell apple is forcefully asking us to put passwords everytime and then not accepting the correct passwords. Just to check that my keyboard is working fine, i tested typing on a note pad and the keyboard looked fine. Later when i was looking for the permission settings i found that apple sets this permissions from the factory itself without or knowledge and permission. This is ridiculous?? Now my situation is my apple id is under evaluation time period and they don't know how long it'll take then to unlock my id. Horrible really really horrible. Like i understand users who used to apple and mac os, but for new mac os users and having used different os i never ever ever faced any difficulty with passwords and password bugs that the os's own password it fails to recognize. And one more thing, mac os didn't even recognize its own sent OTP's. Hilarious at the same time angering.
