If person A says that person B is talking semi-coherently, but the objective fact is that person B is not talking semi-coherently, it means that person A may be mistaken or have a different perception of the situation. It could also indicate that person A may have a bias or prejudice towards person B that is influencing their perception. This is such a common comment of his that its actually shocking even a single person would think making up fanfic of him smoking weed constantly would ever not be called out by literally anyone at all who actualyl watches his content.
To go even HARDER, he's explicitly stated any sort of smoking at all gives him extreme anxiety and panic attacks because of the pre-existing anxiety and panic attacks he already received from watching what it did to his mother.
If you've watched his streams you know he doesn't have a speech impediment. You would also know that he says whenever he's not streaming, he is trying to expend as little energy as possible.
