    i know EVERY foreigner i have met(and thats a lot) that lives here takes care of at least one if not half a dozen kids that are not theirs at all but neighbors and friends who need help with medical things ,food, school supplies and uniforms etc. as well as paying the parents to help around the house or do minor const work (or find something for them to do) so they can help their own kids.
    many of them have kids of their own to take care of as well and those they help are often their kids friends.
    i havent met or heard of any who ran off on their kids, the only ones i know of are bar girls etc that get pregnant from tourists they spent a weekend with and they usually dont know who the dad is until its born and they wait to see its skin color ... even then they call the baby 'american' then you ask where the dads from they say german or swedish - since anyone with white skin is referred to as "american"
    not to say that it hasnt happened before but its certainly not a rampant issue.

      yes everyone here calls any foreigner 'american' even if they are from nigeria or england. hahaa
      like you said, i help out a dozen kids in my brngy and all the americans i know do the same in their brngys as well. i'm sure americans are a net positive to the people here and the country by a HUGE vast amount. rather than a negative.

      @@justaguy-69 well i know this used to be a problem back in the late 1960's and early 1970's angeles and subic used to have 40% of the kids running in the streets be half foreign blood, so maybe he is getting the statistics from then or its some grand total or something, you know how the liberal media likes to play with statistics.😜

    Assuming for argument sake that high number of 300,000 abandoned kids by foreigners. Do you have any clue how many abandoned children there are by Filipinos? It must be a multiple MILLIONS! It's super common for Filipino's to get their girlfriends pregnant and disappear, it's probably one of the most common stories you will hear there. The whole country is awash in single moms. From what I've seen, the foreigners "generally speaking" tend to take responsibility for their offspring. I'm not making excuses for anyone skipping out on their responsibilities, but it should be put into perspective.

      That is true, but in the Phillipines family means also the parents and sibling of your wife. In the USA you can say family to mean your wife, kids and you, not in the Phillipines. Once you marry a Phillipine, you are also married with her family.

    The Philippines is home to nearly 3 million abandoned children. I'm sure some expats contributed to that, but the problem is overwhelmingly the locals.

      That’s a sample bias. Only in cases where the paternity is in question are tests performed. Roughly 30% of those tests indicate no biological relation. So even among these problematic relationships, 70% of the babies are the man’s biological children. The misunderstanding of these statistics has made a lot of guys unnecessarily paranoid.

    I was one of those servicemen stationed in Subic during the 80's. What you need to understand is that most of those servicemen are just kids, I was only 19 years old and at that time had a license to drink and party all night long. Much later in my life I was contacted by a Filipina that thought I fathered her we eventually we got a DNA test done and I was not her father. I felt very bad for her and part of me wished I was.

    The law being referred to is the Immigration and Nationality Act of 1965. This law amended the Immigration and Nationality Act of 1952 to allow children born outside the United States to U.S. citizen fathers to obtain U.S. citizenship. However, the law did not apply to children born in the Philippines.
    The Immigration and Nationality Act of 1965 was passed in response to the large number of children born to U.S. servicemen in Vietnam and other countries during the Vietnam War. The law was intended to provide these children with the opportunity to come to the United States and become U.S. citizens. However, the law did not apply to children born in the Philippines because the Philippines was not considered to be a "foreign state" at the time the law was passed.
    The Philippines was later added to the list of countries eligible for citizenship under the Immigration and Nationality Act of 1965. This was done through the Immigration and Nationality Act of 1970, which amended the Immigration and Nationality Act of 1965 to include the Philippines.

      @@thomasedison2007 To many men that come here they feel single moms are their only option. Some try to provide for multiple children and go bankrupt (happened to a friend here in my complex). It's 'dumb' if you can't afford it. For myself, I'll only support my own.

    Sadly Mark, it's not only foreigners. A lot of Filipino boyfriends head for the hills the moment a pregnancy is mentioned. There are support laws on the books, and as your story shows, they are enforced, but few women seem to avail themselves of the resource even domestically and if they do and the guy leaves town, there are no resources available to find him. If it becomes too easy for a Filipina to sue a foreigner internationally, every male that ever visited the Philippines will find themselves in a time consuming and costly legal battle with some scammer looking to make an easy buck. Who will pay for that? There are no easy answers. I honestly think that time, energy and effort would be better spent to ensure that ALL children born in the Philippines can receive proper nutrition, proper health care and a decent education rather than looking for "deep pockets" to help a few.

    Not trying to justify this in any shape or form, but the same is being done by Filipino men all over the Philippines. Looking on social media there are literally thousands of single Filipino women with multiple children from Filipino men. I personally have met a quite a few in Dubai. One girl working at a restaurant had 5 kids from a guy who never married her and according to her, is now with another woman. This seems to be a very normal thing in the Philippines since birth control is not allowed in their religion.

      It happens within my own country and central America. I know a man from Honduras with up to 9 children with up to 9 different women and maybe half are in USA 2 children by 2 girls that were cousins who he was messing with at the same time causing a rift in the family once found out...

    Mark, I was stationed at Subic Bay in the 70’s with the Marines. I saw thousands and thousands of mix kids. Many Filipinas don’t even know who is the correct father to their kids. I saw so many unspeakable things at Subic Bay. I heard there around 50,000 working ladies at Subic Bay. But I think there were more than 50,000.

    It's always the kids who suffer.
    I was in my early twenties and had just gotten out of the service after Desert Storm. I had the choice of returning to a small town in the midwest or try to find a job overseas. I chose to stay overseas and not abandon my child. It was not easy. I got a job on base that didn't pay well, but got me access to cheap things and tax free gas. I was often late paying child support because I often had to juggle my bills to keep afloat. I paid child support until my child finished nursing school and got hired on when they were 23 years old. I remarried several years ago and had 2 more kids. I have no regrets. Once you have children, they become the priority.

    Mixed race children left behind in South Vietnam during that '65 to '75 period suffered intense discrimination and diminished lives, even more so if it was obvious that their fathers were African American. I worked in resettling Vietnamese refugees in the early '90's and they mostly wanted nothing to do with the mixed blood refugees.

    Ease the restrictions for allowing the U.S. fathers of these children,to bring the mother and child to the mainland. I met a marine in Boracay who was in the process of doing that. He returned to the Philippines and had to take DNA tests to prove the child was his and all the other red tape involved.

    The main problem with Phillipines relationships is that they can take revange against you while in the Phillipines and you will be either put in jail for years (while you prove your case ) and you will also get deported and will not be allowed to enter the Phillipines. They will put your name and picture in the internet and local news and your life can be ruined.

      So if you planning to retire in the Phillipines or already live there, just keep those things in mind. You will need to renew the visa all the time and to become a pinoy (Filipino) citizen, you will need to pass a speaking and writing test in tagalog which is the national language. The visa renewal is a vehicle to check your progress in the Phillipines. The minute you get yourself in any, I repeat any kind of problem (s), you will be asked to leave the country or most likely get arrested and believe me, you dont want to get arrested in the Phillipines. In other words, if you are in the Phillipines as an expat or tourist, you need to be extremely careful in the way you conduct yourself,; otherwise, you will pay for it.

      Yes, I saw a guy on my friend's list a girl accused of getting her pregnant. Sometimes we do not even know if the baby is his. She said she miscarried, but the damage to his rep was already done (with much embarrassment). Sorry, but you MUST get a certified DNA test if there is any doubt.

Also, fly out of the country ASAP afterward (just make sure you're paid up so you can get your clearance). If the child proves to be yours, support it. If not, chalk it up as a lesson learned.

    There may be a double standard when it comes to collecting child support from a foreigner and a Filipino father. My Filipino partner and I have a daughter together, and I've even made provisions to provide for her, once I pass. Also, if your 65 or older SS provides and extra dividend for minor children, but you have register them as a US citizen first. As others have already mentioned, there are many expats who married single mothers and lost their savings and finances trying to support others. For myself, I only support my own children, and will not adopt others. Many expats do this, even though they can't afford to. They are not being practical in matters of love, which you must be.

    I know a guy, No vasectomy, claims he has a low sperm count, says he pulls out (?), refuses to wear a sock, has already been treated for STD’s. I shake my head and Shrug. If you are not part of the solution, you are part of the problem.

    I'm still trying to help a Man his father who was also left behind by his USN Father.
    He was born in 1968. I brought a DNA test kit with me over there last year, Had him
    do the test kit, brought it back home with me, sent it off & got some leads for him
    Unfortunately none of his blood relatives would reply back with any info. about his Father.

    I think foreigners who are into relationship with a pinay will have care of he's baby! But who run are that with 1 night stand ...or who are coming just for 2 week's in holiday. And there it's filipina fault because she accept to do that with someone who just meet without protection .... on the other side ,Filipino man are running even if they are into relationship with a pinay for years, after she get pregnant he run ,bec he can't afford to have care of them.

    Nearly every girl I know in Providence has 1 or more babies they raise alone because the Filipino that got them pregnant is off getting another girl pregnant. I have spent IDK how much helping many single moms here. In fact I just paid for a doctor visit and meds yesterday for a baby. I had a family friend live with me 6 months while she was waiting to give birth to a baby that the father will have nothing to do with. I am sure they're are a few bad expats... but nothing compared to what is going on with the aforementioned.

    Its only noticable because of the mixed race but pales in comparison to the mass amount of Filipinos abandoning their pregnant partners. My son was born 1 week ago and i am happily married however all these women are not necessarily good honest women either. There are sadly victims but also devious bad intentioned women too so its too convoluted to make accusations. I wish all babies had both loving moms and dads but that sadly will never be

    Just to play devils advocate. When I look at dating profiles and see “single mom” I don’t immediately think of a dirt bag guy who left her.
    Perhaps it’s different with their culture, but in America women will file for divorce (kids be dammed) if they are unhappy. Is he a drinker? No. Is he a cheater? No. She just isn’t happy.
    So anyway, not to get off topic (it is very important 🙏🏽) but be careful and get to the bottom of what happened. It may have been a scummy ex but it may have been her.

    I am a volunteer for a group called Father Founded and we provide free Ancestry DNA kits to Amerasians in the Philippines and Vietnam. We also have genetic genealogists who take the results and build a family tree to figure out who the birth father is. Then we work to contact the family or his family to mediate between him and the client. All for free! We coordinate with the team that is working on legislation to change the Amerasian Homecoming Act so the Philippines and Japan can be added, or a have a separate bill that amends current U.S. Immigration Rules.     When I visited Manila in 2017 met a young cute freckled ginger strawberry blonde SW who looked totally Irish. My immediate reaction seeing her is that her Dad or Grandpa must be a GI or expat. I had vasectomy years ago; no I did not inquire to her ethnic origins.

    Amerasians… large community in the Olongapo area. Leah and Blair channel tries to connect US families with their Filipino…often times no Knowledge exist…sometimes the service member did know.

    It sounds like the Philippine government needs to tighten up visa requirements, Mark. I'm a 13A visa holder myself. This is sad. I do agree with dual citizenship for these kids. Great video!

I'm simply stating that if said countries citizens are traveling to other countries and fathering children, that in a fair world, citizenship should be granted.. It seems, according to Marks numbers, these Americans have actually F%@ked the system! You would think these kids deserve more than the migrants walking across the Mexican border.

      I don't know. But we had to provide tons of proof Rogan was mine. Medical records photos etc.
      They have the option of demanding a DNA TEST and it's very expensive

    .....and fatherless is not a good way to grow up.....those kids are statistically less educated and have a higher propensity to a life a crime. You can't blame it totally on the men, as "it takes two to tango". It's been that way in the US as well for 50+ years within certain ethnicities. And the Philippines doesn't have a monopoly on fatherless children. Over the last 10 years, 70% of the children born in Colombia have been to unwed mothers. There's an easy solution for the Philippines moving forward......make all tourists provide a DNA swab upon entry. Then new "fatherless children" can be easily paired to biological fathers. I would have no issue......and expats on tourist extensions have to return and re-apply anyway so it's not like the gov't doesn't have access. Child support would be another issue to enforce when a father has left the country. The Philippines is one of those countries that does NOT have a reciprocal child support agreement with the US. PH is weird....they'll take tanks and missile systems and give us back the bases, but they won't adopt western practices of storm drainage, sewer systems, water treatment and waste management. They have problems with priorities. People's (including children) health and welfare should rank as high national defense....especially when those weapons are free.

    I noticed this phenomenon in Subic & Angeles City where the military was based. These "working girls" have hundreds of customers and no way of knowing who the father is.
    Its unfortunate, but there are organizations like PREDA that really help. Father Shay Cullen is doing alot of work helping these children.

    Maybe you can do a bit of deeper dive and highlight organizations that are actually doing something about the problem- American Association of the Philippines Scholarships, Bayanihan Foundation Worldwide, Philippine American Guardian Association (PAGA) to name a few. Or you can throw up your Paypal link and "interview" some kids I suppose.

    From what I understand, a big part of the problem is the lack of funding support for the RH bill of 2012, which mandates wide availability of contraception but requires funding support from local government. This funding is often held up by local officials due to pressure from Catholic clergy. Since the PH is 81% Catholic, that is a huge problem.

      @@everymanhasastoryLots of them find their dads through companies like 23 and Me if family members put their DNA online. Lots of CZcams Channels dedicated to telling the stories as well as local news. Sometimes the parent is deed but the half sisters and brothers are alive.

    Hi Mark, just recently there was a tv show called Four Corners, that had an episode about this very subject entitled "Sex Tourism: My Father's Secret". It was filmed in the Philippines.
    It turns out that the Philippines government is in the process of working out a deal with the Australian government, so that filipina mothers of children to Aussie fathers can claim child support from them. Having had to pay child support for years, after my own filipina ex-wife left me & got a divorce, I know that it could be quite a windfall for Filipinas over there with kids to absent Aussie Fathers. Yes, there are ways of tracking down those Dads.

    What about all the Filipino fathers that get girls pregnant and leave the girls with the baby to raise. I was a military man in the 70's and 80's stationed at Subic Bay and I didn't leave any kids there. You never served so don't bash American servicemen. It wasn't only in Subic Bay the sailors there was a base in Angeles City also Clark Air Force Base. We served our country and you didn't so don't bash American Servicemen.

    Interesting subject, I see from the below comments that the Philippines was added to the Immigration and Nationality Act of 1970. You mentioned that the US military was coming back to the Philippines, and I too have read this. Will be interesting going forward how this works out with sex workers. In October 2005 it became a chargeable offence when patronizing a prostitute for service members under Article 134 of the Uniform Code of Military Justice.
    I retired in 2008 and from 2005 until I retired this was a big deal and mandatory training on the subject so there was a paper trail of we told you not to do it. Same holds true for US government and contract employees, they have the same training. Has this ever been enforced; I don't know maybe some viewers can weight in.
