bro the Congress man was asking if Google services tracked him and pichai has no clue if he opted in to services to allow them to do that, yes it's possible Google can do that but only if you allow Google to do that by accepting there terms. the Congress man gave Google permission to do that, pichai was simply saying it's not there by default and the Congress man failed to elaborate.
