It's the expressions that really sell this. Like, he recognizes that the phone is ringing, and he's trying *so hard* to remember what he's supposed to do about that.
Honestly I think it's just water cups. They don't look like the kind of cups you would put alcohol in. I interpreted it as him needing to drink more and more water as time went on due to his repeated failure to answer the phone. You know, to show the progression of time and how long he has been there just sitting in front of a ringing phone.

You're mixing up fluidity with smoothness. An animation gets smoother the more frames it has. But fluidity doesn't rely on framerate. People can make fluid animation with low framerate as long as the movements follow through nicely. In fact, there are animatics with less than 12 fps that have fluid animation.

Shot number 2 : take two shots. Shot number six : take 6 shots.
