Although the U.S. says they had shared with Russia intelligence pointing towards such an attack, the Kremlin said Russia’s security services had not accepted any help from the West. The whole saga brings forth several questions. Why is Russia questioning assertions by the U.S. that ISIS was behind the attack?

Why did the Russian police and security forces not respond to the calls for help? It was 90 minutes before those security forces and police showed up. Wonder why that is?

Because security officers died in this attack, they called in special response teams instead of regular police to respond. And that took a considerable more time due to the nature of the outfit.
It was also during rush hour but i didn't look into that to see if it was true.

There was a security check, they opened fire on them upon entering the building before even passing through the metal detector.

Perhaps they got the information from the same Russian intelligence moles, who informed them about the 2022 invasion. And the reason they widely disseminated that information can be the same, i.e. to prevent its occurrence.
The announcement from the US Embassy on March 7th was about an attack in the next 48 hours, and the FSB arrested suspects.

@@segineseju464 Russia was ALREADY into alert mode because there have been MANY terrorist attacks (some successful like with Daria Dugina, some unsuccessful, some thwarted by FSB) and also there was a Presidential Election going on. Once the election ended, most Security guys were allowed to take their leave because they had worked a lot the previous weeks, that's why the terrorists found a window of opportunity to act successfully.
But the US warning concerned another time and place, and that's what I commented on.

On the part of law enforcement agencies , as well as the organizers of this public event ( concert ) , NO ATTENTION was taken - NO appropriate , proper actions . There were no patrol cars parked at the entrance. And there were about 6,000 people !!! Criminal negligence ! It is very strange , given the warnings of the United States to the state security agencies . Something here is not purely on the part of the Russian authorities. Given Putin's confident performance in front of his FSB , even before the terrorist attack . On the contrary , he accused the United States of attacking the Russian Federation and provocative messages . That 's how ungrateful Putin acted . That tipped off the perpetrators so they chose a concert hall where a visible presence of security was absent. Russia does not have a reputation for being subtle that in this instance was a mistake. Officers in civilian clothes, with concealed weapons, blending in with the crowd, would have been effective in bringing this attack to a rapid conclusion.
