Lucifer is like a fly when compared to some of the abominations that are in the Cthulhu mythos
I think trying to figure out exactly where Lucifer would fit on the hierarchy, if he were to exist within the Cthulhu Mythos, can be quite difficult for a number of reasons, depending on how obsessively one analyzes Lovecraftian stories and Christian theology.
But to cut to the chase, and based on the little bit I have looked up, I’d say that Lucifer is probably on a higher level of existence than the great old ones (like Cthulhu and Dagon), less than or equal to the outer gods (like Nyarlathotep, Shub-Niggurath, or Yog-Sothoth), but pretty much nothing compared to Azathoth (who is the Cthulhu Mythos’ closest equivalent to the One God of Abrahamic religions and could just blink the devil out if existence with a waking thought, if he ever desired to).
Lucifer is one of the Nyarlopletep names.

It seems that the only major difference between Lucifer/Satan and Nyarlathotep is their contrasting motivations and the implications that said motivations might present for humanity (if one wants to read on)...
With Satan, he mainly tries to afflict mankind out of genuine malevolence and hatred. As one of the most powerful, intelligent, and radiant angels to exist, Lucifer was full of pride. He loathed being commanded to bow down and serve the lowly humans, wanting instead to be served as the highest of all created beings, if not worshipped like God himself. I think specifically in Catholicism, the traditional theology even suggests that the Virgin Mary is to be the most exalted of all God's servants, as the queen of Heaven, further adding to Satan's jealousy and malice towards humanity. With all this unfolding, he tries to rebel against heaven, embraces his own damnation, still seeks to be worshipped whenever possible, and tries to indirectly channel his contempt towards God by targeting humanity, either to corrupt them into becoming just as evil/rebellious as he is or gladly make suffer those who remain holy.
In Nyarlathotep's case, he has nothing to envy humans for and is not afflicting mankind out of any personal vendetta or specific cause to fight for. Instead, he pretty seems to be what you would get, if you took the Joker and turned him into a cosmic-level demon. Nyarlathotep menaces humanity in many of the same ways as the devil archetype in pop-culture. He tempts people towards their own madness/demise, appears among witchcraft cults, occasionally gathers worshippers of his own, instigates death and chaos, inspires false religions, haunts various locales, and is sometimes portrayed shapeshifting into gigantic forms of hellish abominations. From what I looked up, however, he only does so because he views humanity as his toys and actors to play around with, and he loves to savor the unfolding spectacle, like a kid having "fun" with insects in the backyard. Sometimes as a result, it is implied that he might even intervene to help and prolong humanity's existence at times, so that we can live on to entertain him more in the future.
Overall, it would appear to be a case of "pick your poison" depending on one's preferences. With Lucifer/Satan, you know that this eldritch entity will put every last ounce of passion and effort into corrupting humanity to its core and bringing about great trials and tribulations. Even though his motivations imply that there really is a struggle for good to be waged, it would confirm that genuine evil also exists and it is out to consume us. However, it could also be comforting and ascribe a great inherent dignity/purpose to human life, knowing that the state of our very existence could wound the pride of such an otherworldly entity. Meanwhile, Nyarlathotep is more "amoral" rather than "malevolent". He is probably not trying his hardest to make humanity suffer and, again, might even protect us at times (I imagine that if Satan and Nyarlathotep both existed in the same mythos, they would probably butt heads occasionally as a result). However, there is no such silver lining, when one realizes that we are so insignificant in Nyaralothotep's eyes that he does not even consider us worth hating, for we are just random fleeting projections of Azathoth's dreaming mind, devoid of any purpose or cause to fight for.

Imagine this:
a quiet and beautifull house in the snow of providence. The garden is wonderfully decorated. There are lights everywhere on the house. This plays in the house. A huge figure in a yellow cloke and a white mask and a shady creature with three spider legs, two long arms and a strangely formed head approach the door. Hastur "did you remember to pack the cookys?"
Nyarlathothep "of course. I hope Kthanid isn't here this time"
he rings on the door. A dark blue coloured cloud of smoke with tentacles on the upside and red eyes all over it opens.
Hastur "hey shub! Good to see you again."
Shub "welcome back. The others have already arrived.". They come in. The house is lovely decorated, the tree (a dead elder thing) is full of lights. Yog sottoth, a dark sillouhette between green spheres talks to dagon, a huge fishcreature. A cloud of darkness and purple mist sits on the sofa and devours as many cookies as he can.
Cthulhu waves "Nya, Hastur, over here". They sit down to the table next to him
"glad you two made it on time. Cxacxucluth is just done cooking the turkey".
Hastur "why are we doing this again?"
Shoggoth, carrying a bunch of presents "thought it would be kinda funny. Humans do it every year, and i must admit, its kind cute. Nice to see the entire family together without the room exploding".
Cxacxucluth, a huge orange creature with horns, tentacle hands and a christmas-hat with elk-antlers comes in "Marry christmas, my fellow gods. Praise the great old ones".
Cthulhu to Hastur "Hope i don't get sockets again this year".
A nightgaunt, dressed up like snta clause comes in and holds up a huge bag full of gifts. Family dinner starts. Azatoth eats his part of the turkey, the dishes and his chair. Yog Sottoth and Shub Niggurath talk about last holiday, when they were almost eaten by a bunch of transdimensional bunnys.
Cthulhu to Nyarlathothep "really a lovely thing, such a celebration. Did you buy this house yourself?"
Nyarlathothep "actually, i just choose this one because the owner isn't home. We'll have to clean up before we leave"
Cthulhu, nervously "you mean, we have to make up everything? The tentaclefragments, the pentagramms on the roof and even the desolation that Dagon left in the bathroom?"
The bells ring. They start opening theire presents.
Hastur "Hey, thanks! A new mask!"
Nyarlathothep "is that... Oh, yeah! Its a university diploma! Thank you all so much. Just what ive waited for, now i can call myself dr. Nyarlathothep. "
Dagon "aww, how cute, a mosasaurus! Where did you guys get him from? I thought they were all extinct."
Cthulhu to Azatoth "here, i even got something for you, grampa"
He gives him a little pack. Azatoth tears it open and a big smile appears in the darkness.

What if the universe was made to bind the Great Ones like a chain made to seal the Great Ones, and we know that with every second that passes the universe gets bigger, which will eventually become to weak to contain the might of the Great Ones, and the Great Ones will awaken once again to rule or destroy the existence which we are currently seeing. (The ill omens we are facing right now can be the result of the weakening of the seal, possibly because the universe is expanding and cannot contain the Great Ones anymore)
