Wars starts by politicians but are continued by the military. Putins goal was to annect the Russian speaking Crimea and eastern parts. But now his military has got a tooth in it so it might be difficult to stop the war at that. One strategy could be to take more of Ukraine and at end in peace negotiations give up it for the parts earlier annected. If they push Putin to nukes I think the first should go to the US. Europe has had its share of World Wars.
