For the backing, I will glue the backing on before I cut the rug and then cut the backing fabric and the tufting cloth off at the same time to create an even cut. Then I will shave the side of the rugs to make it smooth.
It looks like he either uses monks cloth or primary tufting cloth. Monks cloth can be found both in-store (depends on the size you need) and online. Primary tufting cloth I’ve only had luck finding it online. If you have a garage or a garden to keep the rug on the frame glue it up and leave it in the sun to dry it I may take up to 12 hours depending on how hot it is that day check it periodically. But yes in short you can dry your rug in the sun personally I would keep it on the frame so it stays stretched but you can take it off the frame if you like.
