This will work but not with one roll so if your predictor leaves behind the one roll your screwed. You have to twist up seperate duct tape strands and then braid the strands together. That is a stronger way to do this as the flat duct tape pieces can tear easier. It would be better and easier to just make a climbing rope to repel down from.

I don't think you would even need a ladder, you might get away with one long duct tape rope to use like a rock climbing rope. For extra precautions you might want to use double the duct tape
If I was escaping from a window with duct tape, I would make a rope, because you would need less.

How about the fact he used a lot of tape. I would probably just make a long rope. All you need is something you can grab enough to slow your fall so you don't die. It would definitely not be comfortable but would work
