CARB = California Air Resources Board
EO Number = Executive Order Number
What do they mean to you and your car's airflow devices? Impacting the emissions of the car will impact the legal use of that part on the road. So depending on where you are, what kind of car you have, and what part you have means understanding what these EO numbers mean a little better.

Living in California i’ve been working around this for years. Does Oregon go by the CARB standards? I heard Washington did away with their smog checks entirely.

Carb standard for new vehicle sales and regulations I don't know, but also these are independent from the testing and enforcement of vehicle compliance. WA was wise to dump testing, it's becoming an obsolete practice and the amount of good being done far outweighs the inconvenience and expense to citizens.
