This episode is great for outlining his perspective on why it happened without trying to excuse the behaviour. Just like fictional Richards in this episode he doesn’t actually have anything against black people he just wanted to get revenge on the guy he was feuding with by making him upset.

Leon is one of the best characters in all of entertainment.
The first time I saw that ending scene, I was convinced then (and still today) that it's the best written scene from the entire series. One great thing about Curb, especially if you're a Seinfeld fan, is that now and then some of that Seinfeld formula seeps through. The way the entire episode sets up the final joke like that is CLASSIC Seinfeld.
That was L David's doing.
The thing is, it's not even written. The dialogue is improv.
