If you think about it there was always the possibility to go to the hardware store and buy material for a small powerful crossbow that could kill just as well. But how often does that happen?! ;)
The average idiot cannot 3D print a gun. You need to be familiar with machining/manufacturing in general to actually make a functional 3D printed weapon and acquiring those skills will generally take years. If you can make a functional 3D printed weapon, it's likely that you can also just machine one using a CNC mill. 3D printed weapons are really not a threat because the IQ of the average person that is foolish enough to commit crimes is so low that they would be generally incapable of producing a functional weapon.
