    Another trick, if the wheel has no spokes (like for some types of shopping trolley), is to press one heel of one foot against the center of the wheel while pulling the outsides with your hands, it will morph the wheel enough to pull it out.

    The rubber tire came right off the wheel of my garbage can. It is basically brand new.

    My garbage can TIRE(like the one you have) totally came off the wheel .I don't know how because it was a booger to get back on. I had to get some WD40 on the inside of the tire and with a small pry bar I eventually stretched it back on. Had to get it down on a piece of carpet and hold it on with my knees and pried it on as much as I could then pushed it the rest of the way with the palms of my hands.
