The best carb for most street small blocks is a Quadra-Jet. I’ve been deep into the 11s with them. Anybody that says otherwise, can’t tune a carb.
I use one on my '87 K/SA Monte Carlo SS and im running 11.60s with an unported 081 head L69 305. I use the stock intake manifold with it and Ive put more cars on the trailer than i can ever remember.
Robotic voice is real bad.
