To be fair there's nowhere in the world where there won't be people who would refuse to return the money.

Who is we? Anywhere in the world, people would use that money. However, the bank can track everyone of their accounts and put it in debit.

That's what happen when they hire CZcams tech guys instead of those with real life experience.

Could it be that they were banking on enhancing customer experinence by fulfilment first and settlment later only to have the second leg failing.
But his is wiered if it lasted for four months. Daily settlement is typically the case. Unless the issue affected on a particular set of customers which went unnoticed.

Whatever be the case, this underscores the vital need for governance in emerging organisations in Africa. The fact that something works technically is not sufficient. We must have periodic audits, process reviews, architecture documentation and all the other elements of governance.
