This is just not true. Stalking is an offence in itself - an indictable one at that and the police have dedicated units who deal with it.

Truth is, women should not have to do this, especially in this age... you'd think humans would have evolved from this deprived state of mind. Unfortunately, we still have a considerable number of people who are sick in the head and can not control themselves, despite being an adult.
But yes, all women should keep safe and be wary of their surroundings. Ideally, travel with someone you trust or areas with several people about and stay away from unlit areas.
