The suspect touched the handrail. Most likely, the police took fingerprints. I guess, the VPD were not able to find a match on CODIS, or other database.

I can almost guarantee you that the police did not take fingerprints. This ain't the movies. It's really not something they do very often. Railing outside a public building is not going to provide anything viable or useful.

We’ve seen it before. A much publicized “hate” incident, but somehow the perpetrators are never found - and likely never looked for.

And they'll find hundreds, if not thousands. And not a clear or identifiable sample among them. The odds that this guy has committed a crime before that would warrant having his fingerprints on file are also nearly zero. Basically what I'm saying is don't believe the hype that movies and TV shows have sold you. Fingerprints are are extremely far down on the list of useful evidence and much harder to procure than you've been led to believe. And of course they'd have to have someone's prints on file to match them to. Which again, is highly unlikely.
