9:35 Akane's usual way of referring to others is actually pretty standard for a girl her age. It's typical for high school girls to refer to their female friends as firstname-chan and male friends/classmates as surname-kun. A girl wouldn't usually call a boy by first name unless they're siblings or dating. Akane's habit of calling girls by first name makes her seem especially friendly as she's treating them as close friends by default rather than using the more neutral surname-san that would otherwise be used for female classmates.
Referring to her classmates exclusively as surname-sama as she does as an Ultimate Despair is much more unusual. This is a very formal and respectful way to refer to a superior, not something a normal school girl would ever seriously call her peers. It's also a very bizarre honorific in the context of the killing game as she's the one with all the power and -sama is an inherently deferential title. I think this way of speaking is used to emphasise her status as the Ultimate Maid as this is likely how she refers to her clients. The closest English translation to how -sama is used here would be how traditional butlers call their employers Master Surname. It's a stark contrast to how she usually speaks.
