It's because u have to put a us number and make sure that u live in usa, because whoever lives in usa and verified his number and email , Roblox will enable beta settings on their account.

I got roblox vc out of the blue even without 2 factor auth. I only had a verified email and phone number. Now that it's out of beta, i think more people will be getting it as long as their account is 13+

Recently Today I received vc (voice chat) on Roblox without verifying any documents. I had it for a couple of hours before voice chat disappeared from my privacy settings. I don’t know if this is a bug or if it just got removed from account for some reason. Is this a bug? Please provide any information if you can thank you.

it's not just that, it depends on where you're from too and if you setup the authentication so that roblox knows that they're not gibing VC to a random account!

Ok so this actually worked for me! I did the steps and i got the option, unfortunately two days later it disappeared and i couldn't get it anymore!
it took me only a few hours for it to disappear but it did work, sadly not for long
