Do Ring Cameras Constantly watch you?

I noticed my Ring video cameras turn on their IR Sensors whenever the lights go out even when they are not set to detect or record mode motion. Why should the IR sensors need to turn on? How did the cameras even detect the lights went out unless they were processing the rooms lighting state. It’s just puzzling to me. Anyone know why?
