Bob Odenkirk is brilliant at dry humour. The key is not to watch this through the lens that he is Saul Goodman. His true comfort and strength comes from writing comedy as that is what he’s done for years.
This would have been funnier if he was playing Senator Tankerbell.

Ben Stiller Show, Mr.Show, all these great shows that never got great attention but a lot of it was really good. All quality exists in the periphery.

i can't imagine odenkirk being this unfunny on purpose. reminds me of an old norm macdonald roast. was this some sort abstract andy kaufman bit where the audience was the butt of the joke?

I don't think it's supposed to be funny or hilarious, it's witty social commentary with satire elements, not a script for a stand-up.
I found it quite funny. I guess not everyone laughs at everything :D

That's not surprising, given you have no since of it.
It's smile worthy, hate that the audience is forced to laugh it this, because some parts really aren't funny. I'd say what he read was meant more to provoke thought on political scandals than to make you laugh.
