She was in the story talking with Jinhsi through communicator and mentioned sure, but Xiangli Yao was also described by Mortefi. And I think it's good to not release Scar or Camellya anytime soon to build even more and more hype through the story and anticipation + not let them powercreep everyone right at the start of the game and then get powercrept themselves EDIT: Also Yinlin too appeared out of nowhere since she had no impact in the main story.

If you've cleared the fun content and upgraded the characters you wanted, what left is there to keep you doing dailies and repetitive stuff...
