Yes, can park on the side of the road nobody as for a fee but some house owner they don't want you to park in front of their house. At the main road in the city popular spot police can be take your car penalty.

they will charge you even everywhere they can. a stop to atm? you will pay parking, go to minimarket with free parking sign? they still charge you. your bike or helm stolen? not their problem. 😂
their income can reach more than twice compared to office worker with bachelor degree. its actually a dream job, doing nothing sitting around and only "work" to ask the fee.

objectively its pretty lucrative gigs, you dont need land. just go to any place with good traffic/customer. they will intimidate the owner to allow them "guard" the parking lot and "secure" the premises.
