Problem with mulch is that as it breaks down, it turns into gas and evaporates away. If you grow big rooted plants and use their foliage as ground cover and then cut them down at the surface, the roots break down in the soil, getting goodness into the soil, and there is much less gasses lost. Having a barren landscape in which you grow occasional plants higgledy-piggledy, making your garden look like a dessert, is far from optimal. Even fruit trees shouldn't be bare underneath, something should be growing there
