If the armament stays exhausted when you flip it then why would you flip it while it's exhausted? The recover action needed to refresh it would also flip it with Reconfigure. For that text on the card to do anything I think it would have to recover when you flip it at the start of the unit's activation.
CZcams shows this came out the day after April 1st and for that reason I've spent the last 24 hours looking for another source to confirm these new units. Really bummed me out with the Viper Droids.
I really like that Jar Jar is goofy, but I hope they take the rest of the Gungan army seriously. Roos Tarpals is a non-joke character that I hope they do right. The Gungan sub-faction could be so awesome with all of their beasts of burdens and I just hope they get taken seriously

Yahh... clone commandos are the same cost as a rebel trooper dlt captain with no SA or upgrades. They are incredibly well-costed
