The summit is seen as a counter to China’s assertive foreign policy. The summit is part of 10 security agreements Marcos has signed with seven countries since last year. The Second Thomas Shoal is the real reason of most of the conflict. China reason it out that it is because of the delivery of comstructions supplies to the area. But in Thitu island(Pag Asa). the agressive level of harassment is lower even though there are even deliveries of not just construction supplies but also delivery of construction heavy equipments which are even delivered by Phil. Naval ships unlike Second Thomas Shoal were only civilian ships are being used.
