It's to cinch up the back, especoally if you're not covering your backpack with it.

i'm guessing the cord inside is to cinch the front up, so ya not tripping over it ?

I have used it once. Not in the way he has set it up. I used it over my bivvy sac and was happy as, since it rained for a few hours and gave me some where to hide it out and it helped keep the rain of my bag and bivvy. Camping this weekend coming and will be using it again.

I have. But as with Troy I didn't use it this way.
I set it up as an A frame. Set very low to the ground.
Worked great you just have to make sure to tie up the hood properly or water will get in that way. You kind of double it over and then tie the cord around it.
A frame works best but you need to take a ridge line with you. I just bought 15m of 3mm paracord from the local hardware store for $5 and then cut a couple of short lengths off one end to use as prusik knots.
This is a great video that shows you how to set up a ridgeline and prusik knots.

A couple of the setups don't work that well with this tarp because it isn't square but a basic A Frame and a plow point work great.

I have used it as a makeshift tent to have a rain cover while eating lunch during a hike.
