    Yes....treat them like small business who must have an EIN. If not they must use their SSN. This will incentivize citizenship... but the path to citizenship should also be reformed.

    I remember the first time I went to NYC I thought "Wow, so many food trucks!" It wasn't until the second time dawned on me "Oh, it's a chain restaurant! Cool!"

    Raise the cap and stop de-incentivizing small business. They hire, the pay taxes, and they'll follow regulations when they're under them legally. The cap is arbitrary and punitive, without merit in todays economy. Even brick and mortar places would and do create street mobile food vending, but, if they're also already in the cap, they're monopolizing and that's not fair. Brick and mortar do have their established zones, and clientele, unlikely to change, the people outside, they want these vendors and the city is dismissing what the people want. It's similar in my major city, so I'm broadly speaking and know what's good for NYC will be good for other major metros.

Fine to protest the laws and try to enact change. Don’t break the law and complain about getting ticketed. If you wanna run an illegal food cart run it understanding the risks.       If they have illegal food truck they don’t have to follow any regulations legal businesses do. Collecting and paying sales tax. Paying withholding taxes. Paying the correct income tax on all cash business. They are not regulated and we are supposed to trust they will do everything right??? Who is going to make them pay what other businesses have to???

    NYC is failing in govt/management. They kept the number of taxi medallions capped since they were introduced decades ago and this vid shows they did the same thing with street vendor permits. No changes since 1981? Ridiculous!

    Lol I love how most of the hate comments aren’t from New Yorkers. They’re just like a small business (store) in actual New Yorkers’ opinion, most of them have been at the same place. Food trucks always bring a smile to my faces whenever I’m hungry and in a rush. It’s a good, cheap and affordable lines for EVERYONE (working businessman, students, children, tourists, etc). Plus they bring millions of $$$ for the government, so I don’t really see the problem with food trucks

      My guess that it will be resold as it is with permitted 5000 and vendors will only pay the ones who were there first. That is why the whole new system is needed

      Let's be honest the tickets are rightfully done. If ur an illegal business don't pay taxes , basically squatting on city property while making profit , 1000 dollars per fine is too small. Legalize the vendors and make it so that anyone that doesn't have a permit a criminal offence after 3 strikes.

    I don’t understand at all, we’re talking about a group of people are acting illegally while undocumented in a foreign country and everyone’s worried about them getting arrested? If I’m a visitor to another country I make damn sure I follow the local laws and conditions of my visa doesn’t seem like a difficult ask. I understand the plight that faces illegal immigrants in the states but damn at least keep your head down right?

    The whole of my life being in the city a year after year it's getting worse for the businesses and public.     This little vendors buy supplies from legal vendors and indirectly pay taxes! You cut down 5k-7k small business and you will see the effect on the economy its a dominoes effect! Make them legal. They pay the fees plus sales taxes and guess what? The economy will grow even more! Small businesses are the engine of the US economy and that’s what makes us great and different from most countries! Entrepreneurs make the difference in this country! Make them legal and let’s all enjoy some good street vending food!

    I remember a street vendor by yankee stadium selling old hot dogs with gloves not that it mattered to him because sure enough the was handling the food as well as the money with them and he gave me an attitude when I called him on it, I worked a lot around food and saw some atrocious things that I would not mention to you street food eater's mind you these were things that I saw in restaurants go figure suffice to say I am American descendant of immigrants so I can be on both sides but I choose one over the other

    we got to stop the illegal carts , work with them only 5000 vender license is crazy it should be unlimited , lower the barriers to entry so more pople can street vend legally and enforce it strictly when caught illegally , the city has to crack down on illegal stuff and make it legal so they can boost the enconomy , people will profit regardless why not make it easier and cheaper to start a business like that so they can pay taxes

    Wait...so the federal agency ICE is doing their jobs more efficiently? If one of these 10,000+ illegal vendors is a criminal wanted for a horrible felony (sex assault, rape, murder, etc.). Is it wrong to target them......Im pretty sure if you were the victim you wouldn't think so. Regulate and deport!!

    I don’t like that they illegally entered the country, but I do like that they are disregarding vending regulations that I disagree with. I guess that makes me inconsistent about which laws I think should be followed. Oh well.

    I'll never forget on 9/11 I was running down from 44th street along the West Side Highway towards downtown to get closer to the Twin Towers when I noticed 2 city inspectors hustle a street vendor near the Intrepid for his permit and papers and I was thinking, 'guys, don't you see what's going on right now in front of our eyes???? Why do you have to hustle this man for his papers. Run down and try to help or lend a hand.' I was utterly disgusted by their coldness.

      mmhh... Maybe they received orders to keep with their normal duties? maybe it was that if they didnt do their job they would have been punished? If they were no capacitated for dealing with an emergency then maybe theres a protocol about not getting int he way of proper departments?
      The streets in Manhattan are not that wide, and if too many people rush towards the same place it gets very hard to pass. not to mention that during an emergency if all police of all types rushed to 1 place then theres going to be an asshole that wants to commit crime where there are no agents.
