Waterballoons filled with washable tempera paint. You can find them in 8oz, 16oz, and gallon size bottles on amazon. Not sure if you might find better deals at local craft stores perhaps but possibly. A water bottle with a sealable nozzle, like what some sports drinks have, can be used to fill the balloons. Just load the water bottle up with a 50/50 mix of paint and water, which will give you more paint for more balloons, then pull the balloon over the nozzle and squeeze the paint into the balloon to the right size. Then tie it off like you would with a regular waterballoon. Practice filling with just water for the first couple balloons so you know how much the balloons will take so they don't pop before they get to be thrown.
