If you watch the video, you realize, that instead of actual talking the thin man just makes distorted echoes. Just the way the echoes sound, is so expressive that it makes me think this is his only way he can talk and convey himself. Plus these noises are official files so they aren't just made-up sound effects, they came from the game.
It's my opinion and I wholeheartedly believe that this may be the cause of why he never talks... because he can't speak properly. Of course, you might disagree with me and that's totally fine.
