I thought if the players had that ring around them they also had to avoid the water spots on the edges otherwise they'll electrocute and likely kill everyone else touching it

Distance from everything if you are circled.

Any player standing in the Water spots (wedges) with the player who is marked with a ring around them will take heavy damage when it pops. I found it better for everyone else to leave the center and let the 3 marked players space themselves out inside that center for almost no damage done at all to just those 3.
