Didn't use that mod because it messes up his dialogue when you meet him in ME3.

@@iOnlySignIn It doesn't break the game or anything, but in ME3 he just acts as if he and Shepard never killed him and talks about how he went off on his own to kill Vito himself after the end of ME2 (which is the normal dialogue he has in Me3 if you save the workers)

He is. So long as you use the final paragon option, he becomes loyal. Any other choice, he is not.
