A young Middle Eastern man is killed on camera in what appears to be a hate crime.
From "Fear America" (Season 17, Episode 4): A young Middle Eastern man is killed on camera in what appears to be a hate crime. Detectives Ed Green (Jesse L. Martin) and Nina Cassady (Milena Govich) quickly learn that prior to the murder the victim had made a frantic 911 call to the Joint Terrorist Task Force and Detective Henry Paulsen (guest star John Viscardi), who joins in the investigation. Once the suspect, Ben Faoud (guest star Bernardo Pena) is apprehended, A.D.A.s Jack McCoy (Sam Waterston) and Connie Rubirosa (Alana De La Garza) succeed in convincing the F.B.I. that the suspect should be tried for murder. Faoud then hires high-power defense attorney Paul Robinette (returning guest star Richard Brooks), who demands the case be thrown out. S. Epatha Merkerson and Fred Dalton Thompson also star.

    Spolier:
The guy wasn't killed by White Supremacists, he'd gotten recruited by terrorists and became an informant for the FBI. Eric's wife finds out he's working with the police, and fearing that they'll send him to Guantanamo, she calls her cousin Ben, who, unknown to her, was one of the terrorists. Ben intercepts Eric on the way to his police contact, and kills him while posing as a white supremacist. Ben is found guilty of murder, and after the trial the mosque that Ben, Eric, and Eric's wife had belonged to is attacked by arsonists.

That's much less interesting than having it be White supremacists. Its also way less prevalent and thus important to talk about even during its time. Edit I think I messed up my wording here. I was trying to say that even during the time Law and order ran White supremacist terrorist attacks were more prevalent than middle eastern terrorist attacks in America
