Stephen Pearcey's voice hasn't changed so much.
In the 1999 album “Ratt” in the song “We Don’t Belong”, it seems like his voice sounds different in that one. Maybe it’s because it’s slower or in a different style and not as loud?

And what you are hearing is not a live snare, but rather a replacement (what some might call a trigger). By the 2000s, it became standard procedure in metal production to either program the drums entirely or "fit them to the grid" and use sound replacement.
This isn't a knock on anyone. It's a simple matter of time and money - drums typically take about 50% of the total tracking time, and there's a lot more engineering involved. It is likely the case that the only authentic drums you hear are the cymbals. The giveaway is the way each drum note sounds on-center and perfectly EQed, and the squared-off, boxy sound of the snare, kicks and toms.
Real drums don't really sound like this. :)

This is one of the best the 2 best albums in the 21st Century by a band that started in the classic 80's era, The other is Tesla's Forever More....I'm not including Megadeth because they're in a whole different category of epic legendary albums from the 80's until the present day.

Saints of Los Angeles by Motley Crue was a big disappointment to me and I had no interest in this but Eddie Trunk had his "good friend" Stephen Pearcy on his Sirius XM show back in 2010 and he played like 4 or 5 songs from this album and I was like "holy shit! These guys aren't fucking around!" I went out and bought the album and a 2nd cd for my wife. Unfortunately, we never got a proper tour.
I did see these guys back in 2001 or 2002 with Poison and Faster Pussycat and they rocked properly then.

Haha! This is one of the best bass sounds I’ve managed to capture on a record… My black Fender bass, Rotosound strings, Elvis Baskette engineering and producing… I still dig it all these years later… Good times! 😂
