They are Belgian(Flemish) and are speaking Dutch with a Belgian/Flemish accent.

It's also very interesting how their accent makes it clear that the Dutch _w_ is not identical to the German _w_ (or the English _v_). In the latter case, the teeth make contact with the lower lip but if you listen (and watch) carefully, you notice how the couple pronounce it more like a very tense English _o_ sound (as in the beginning of _where_ ), which is why the guy's _weekend_ sounds like it begins with the English sound which really stood out to me. I think most native Dutch speakers do this but it's pretty pronounced here.

Het woord efkes betekent effe / even, toch? Ik kon bijna alle wooden verstaan, behalve efkes en doorbrengen, maar ik heb net geleerd dat doorbrengen (to through-bring / to bring through) betekent to spend (to spend the weekend) in het Engels!
