MOD Police as Horse Guards Parade is an MOD establishment. Met Police officers have their shoulder number with the two-letter initials of their area of London above the number.

Couldn’t hear what the erm, gentleman was saying but I can probably guess! Was the man further up the street having a go as well?
The conversation goes something like this:
MOD: That way sir. That way!
SMG: I heard you the first time mate.
MOD: Then go!
SMG: yeah, yeah, yeah. I'm going. Give me a chance. (Give me a chance)
MOD: Please give me your (??) for your safety, 'cause that horse is about to move, yeah. . . . (I didn't make out the rest).
MOD is of course Ministry of Defence police officer, and SMG is Smug Old Gent, or as I prefer to call him, Silly Old Greezer.

What an insane waste of tax payer money!
Tourism brings in a lot of money so is good value.
What is? The British Army?
As if you are contributing a tonnes of tax money.
It is not a waste of tax payers money. It is part of UK culture.
The Guards, who carry out part of their ceremonial duties here, are trained military personnel. Some have been deployed to various parts of the world and may well be deployed in future.
Tourists from other countries, as well as other parts of the UK, are attracted to sites, where Guards are carrying out their duties. Therefore bringing revenue.
I can think of other instances where tax payers money is not put to good use and it's not our armed forces or the Monarchy, which also helps to attract visitors.
Those who like to harp on wasting tax money are talking as if they paid millions in taxes.
