200% interest just means that you double your money on investment it is really common especially in retail & commodity markets, or when there is a likely chance of default. Basically the Brady Bond is a sovereign debt junk bond.

He said he only put up 250,000 dollars USA of it and that the purchase was with a group of investors while he was working at a British bank, and the nature of Brady Bonds were to finance sovereign debt restructuring, and in 2003, Mexico became the first country to retire its Brady debt. The Philippines bought back all of its Brady bonds in May 2007, joining Colombia, Brazil, Venezuela, and Mexico as countries that have retired the bonds.
