Israel simply doesn't have the industrial base to churn out so many weapons. It would take them years to become self sufficient in that sector if they began building the infrastructure for it today. Though even then it would be massively expensive as Israel would have to find at least an extra 10 billion dollars per year for it.
Israel's gdp is is around half a trillion dollars, so 10 billion isn't small potatoes as it would be for the US
They have already started to resume weapons manufacture.
