Psi doesn't really don't mean shit, if he runs a bigger turbo he'll make the same amount of power at lower boost levels, it just means he wont see full boost till around 5-6k rpms which for daily driver purpose is pretty pointless, drag car reving to 8-9k rpms sure its perfect but not for a street car, 300+ whp on a d16 is usually around the 18-20+ again it all depends on turbo size, bigger ar on hot side means a lot more lag (slower spool) but big power while smaller ar on hot side means quick spool with decent power (perfect for daily use) but runs much higher boost levels
