No that’s the Saltx 6k handle assembly
Sometimes they're just not gonna hit top water but try mixing in some quick, ridiculously eratic retrieves on the popper before you give it up ...there are times they want it fast rather then slow and rythmic.

@@ShoreManDocFishing In the Chesapeake stripers are called Rock Fish because striped bass are predominantly bottom feeders and they hit top water lures when they're running pods of bait to the surface or running them on to the beach. But if they're not hitting the surface it doesn't mean they're not around or just not biting. That keeper size bass +/-28 inch is constantly cruising bottom looking around for something to eat because they'll eat about anything alive that they can when they're feeding i.e. like crabs, clams, shrimp, worms and they'll even hunt for sand fleas in close in the suds lol.
I watch a lot of guys plug away for hours and they'll change plugs every 20 minutes but refuse to work swim baits and they'll skunk out while other guys around them are hooking up on swim shads and metal lures. I'm lucky enough to live at the Jersey Shore and fish them year round because not all of them migrate the schoolies winter over in the back bays and they sometimes pull out into the surf then head back into the bay. We've caught bass on LBI and IBSP in January when it's snowing and they'll only hit at the bottom. Too lazy to waist energy to chase the surface. They look for an easy meal like the winter stone crabs. They'll attack a swim shad but they won't chase anything at the surface though. They reserve their energy because it's slim pickings.

Im going to jersey tomorrow morning to fish. Was going to try sandy hook but heard further south is better now? Any recommendations without giving your exact location away? Respect it if you don't so no biggie
I normally just follow the bait, fish are all over right now. I recommend starting at sandy and working south
