If someone sets my house on fire because they don't pay attention, then the insurance investigator denies my claim because the cause of the fire was preventable, then I have every right to be upset. This is a major event that will have repercussions on his future ability to travel, as well as a fine. Depending on the nature of his work, this could end his career.
